I am trying to determine how to offer prices for web development services. In the past I have been requested and offered a price and most of the time I accepted the given price. Is there a website about average prices web designers charge or how do most people go about developing their price lists per service?

Pricing varies depending on the quality of your work and your reputation of a designer along with the type of clients you have and their expectations. Established designers and design firms that have a proven track record of high quality work and have larger corporate clients will charge more than someone who has just entered the field and is building sites for friends and small, local businesses.

The AIGA probably has published rates for various levels of work in their "Pricing and Ethical Guidelines" book, but I don't have a copy so can't give you information from it.
