Need Major Help

I have questions i wanna start a website similar to youtube.

1. i wanna create something to where someone can upload videos.
2. I want to be able to rate the videos.
3. make accounts.

can someone tell me where to start? do i need like servers. i know basic html and i do flash. help?

You could try looking at the code on youtube, if you just want to to see what they are using and unless you are loaded you would have plenty time to learn how while you save up for the massive servers you would need. They have some space to play with.
