open-source equivalent software

Hi,

Is there an open-source (or free) equivalent to Dreamwaver? (a similar analogy would be "The GIMP" to Photoshop.) I can't justify spending $300 on software until I can get to the point where I know enough about what I am doing to make my website turn a profit.
