Posting podcasts

Hi guys... so I'm trying to create a page on my sate where I can upload podcasts for others to download. Can this be done via a Blog or PHP and MySQL?

Are there any open source templates I can use for this?

It can be done either ways or combination of all of them, You just need to know how to do it ;-)
