I am looking for a paid help with my blog http://electriciantoronto.spaces.live.com/ placed on a domain http://electriciantoronto.ca/ and Best Setup for Optimizing my Blog (on the Custom Domain) for the SEO!

You can redirect all your pages from the old domain to the new domain using .htaccess. But I see a few problems with you doing this... first of all you cannot use .htaccess on the MSN live spaces blog so you can't redirect from there, so the normal way of redirecting doesn't work.
Secondly, you cannot host the site on the MSN live spaces blog and expect Google to show the Canadian domain name in the SERPs, you have to host the site on the Canadian domain name.

If you set up a google webmaster tools account, and place both sites on it. Once you verify you own both sites (cname or file upload, not sure if you can do it on spaces.live.com), I believe you can tell google to switch all links from electriciantoronto.spaces.live.com to electriciantoronto.ca. Should keep your rankings intact. I think I saw that the other day, should check it out either way.

The site is not hosted under your canadian domain name. You only have it pointed to the initial index page. After that, all the links point to live.com.
