Need help with background for flash website

Hello, i am new to the forums and to flash, so i appologise if this isn't in the right spot but i didn't see another more appropriate area.

My issue is that when using Flash MX 2004 pro to add a background image to my website, it covers the buttons.

Below is a picture of the issue.

you need ot make sure its on a layer behind the buttons and that the buttons are on the layer infront of the backgrounds layer
