Website Control Panel

I would like to learn how to make a website similar to www.SmallFarmCentral.com wheres theres pre made templates and users get to choose there template, and add content, and have a control panel. I also know of one called breederroo.com I think.

Its similar to any free website company like freewebs. Does anybody know of any information on this and where I can get started?
