Suggestions for a begginer

I want to make a page using html, php, css, sql etc...

I know wamp server.. Do you suggest any other enviromment for me to begin?

I use:

WAMP server for testing out my PHP

Aptana Studio (http://www.aptana.org/) for making the site.

You will need a good image editor with layer capability such as Photoshop (http://www.adobe.com/products/photoshop/photoshop/), Gimp (http://www.gimp.org/), Paint.NET (http://getpaint.net/), or Paint Shop Pro (http://www.corel.com/servlet/Satellite/ca/en/Product/1184951547051#versionTabview=tab1&tabview=tab0).

That's all I can think of right now that I use.
