can I use Dreamweaver to edit photos for websites

Hi

I am new to website development. I just got to know that a .gif image is made transparent in Photoshop. Is it possible to do the same in Dreamweaver too. My question really is, do I need to learn Photoshop or Dreamweaver is the best tool to start with to make cool animated sites.

Please help me with your guidance with which tools I should start with or which all tools are required to make a really professional website.
