From website to sending a text to a cell?

I am just trying to figure out how to make a page that my users can enter in their number and then the website will send them a text to their cell phone with info at a later date. Dont really know where to start with this so please help. Thank you.

You have to contact mobile provider. You can buy SMS package and use it automatically through web interface
