I have a great suggestion, the best tools that you can get is to have first the know how and then you will have everything for free.
So I've found Website In a Day Workshop, is suitable for beginners and novices as well as those who already have some experience with web development. It is a hands on, interactive training and guides you through a step by step process to create a personal or business website of your own, you will create your own website in a single day! GIMP in similar to Photoshop and is free. But I use a mix of Photoshop and Illustrator for the design.

Development
Wordpress and Dreamweaver.

Other Tools
I would also add all-free-downloads.com to the list of tool, its free graphic illustrator files for editing.
I also use DaFont for fonts.

For php, Html and CSS I use a free one called APTanna, its very powerful and alot like dreamweaver in a lot of ways but whilst being completely different. Best part is the free part :D

I have a somewhat unconventional style of designing sites, I start on paper and then build the CSS structure, then go about populating the elements with relevant images created in photoshop - I actually find it saves me a lot of time, a lot of people find the exact opposite to be the case.

For a while I was using Notepad++ as my primary editor, but as someone who also uses Linux I got sick of switching between Notepad++ on windows and Geany on Linux, never liked Bluefish (it's far too ugly imo) and Aptana is uber bloated so for the last few days I've been using Komodo Edit as my editor, it's cross platform which is a big plus for me, and the Komodo IDE (paid software) looks impressive and it'll definitely be something I consider as I get more and more into developing applications.

Almost all my sites are built on Drupal, I love that CMS, and my other most usefull tool has to be Chrome and the myriad of extensions that I use to develop sites.

I should also mention the websites "net.tutsplus.com" and "fontsquirrel.com", they're extremely useful resources.

1.Redmine a free framework for project management. (free)

2.yuuguu a Web conferencing tool (paid)

3.firbug (free) a tool for editing your code directly on the browsers (its a firefox extension)

4.web developer toolbar (free)
a great tool to cheat from other people , just kidding. it's tool to use to view a source of a webpage from alive site, viwe or disable css or javascript , outlines and ruler and much more.

5.wordpress (free) one of the best CMS

6. jquery (free) a javascript library

7.coda or dreamwaver (paid) code editors

8.photoshop (paid) or gimp (free) a tool for editing images and creating graphics

Fireworks is great for creating amazing graphics for your website. You can even use it to develop a completely functional simply static HTML website.

Photoshop is a complex ass toughie.

Every tool has its pros and cons, you have to choose which suits your needs, investment planning and the OS you are using. Some of these are not cross platform and some are free, yes totally free design tools. The tools that i am used to are Photoshop and Fireworks.

There are many different tools for web development. Look around the web to find the best tool for you. At the very least you want to find a good editor to build pages, css, and any programming you may do. After a good editor, you want to have a good graphics program so you can create icons, logos, banners, resize photos, etc.

I use Notepad++ for my pages, css, and php. I also use Dreamweaver, not because it is the best for me, but it is very popular and many jobs want you to have experience in it. For graphics, I use Photoshop (likely the best graphics program on the planet) These are both very expensive, however. I do not know of a free alternative for DreamWeaver, but Gimp is a good free alternative to Photoshop.

Look around and find what works for you. There are plenty of different types of editors out there, both text and graphical.

I have a web site design style was somewhat unconventional, I started on paper, and then create CSS structure, and then to fill and created in Photoshop for image elements - in fact I think it saved me a lot of time, many people found just the opposite.

All the tools above are no doubt useful but i would like to introduce Zen Coding plugin which is very fast way to write html/css codes in one line. With the help of zen code we can write a full webpage layout in a single line.

I personally like Adobe's Fireworks when it comes down to converting my draft on paper to an entire layout on the screen. To me Adobe Photoshop does well with editing photos and developing digital illustrations (or cleaning up scanned ones). I don't really use it to create elements for a website -- although I know I should. For development I use a mixture of Microsoft's FrontPage and Dreamweaver. Dreamweaver does give a good hand when I want to validate the webpage. FrontPage is just used for quick edits and a personal cheat for IE compatibility view.

If the computer I am on doesn't have a graphic editing program, I do like to use this online editor: http://pixlr.com/editor/.

GIMP in similar to Photoshop and is free. But I use a mix of Photoshop and Illustrator for the design.

Wordpress and Dreamweaver.

Other Tools
I would also add all-free-downloads.com to the list of tool, its free graphic illustrator files for editing.
I also use DaFont for fonts.

Very nice tips. It is my first time to hear Dafont and all-freedownloads.com and they seem to be helpful in web designing. I think I'll give those a try. Thanks for sharing these tools.

Dreamweaver is very bloated, I wouldn't really suggested much it can confuse a beginner. I use Photoshop and inType as my code editor - learn HTML, CSS, and teach yourself (or go to a class ;P) photoshop skills and you're golden
