Dreamweaver linking

This is what i'm trying to do.
I have two pages, one is a glossary and one is a large paragraph (two completely seperate pages, people don't seem to understand that, i'm not sure why). If you click on a word, from the large paragraph page, which is linked to another page. The other page is the glossary, full of many words. Instead of clicking that word and going to the top of the glossary page, it goes directly to that word.
FYI, this pages are not being hosted. I was given a method, but it seemed like it had to be hosted.
