How to buy a domain which is already registered but not in use?

I have to buy a domain name but that is already registered by someone but I found that the domain name is not in use. So can anyone suggest me how can I buy that domain name?

Suggest you contact the owner and ask them how much they want for it. If it is registered then it is theirs. Whether they choose to put a website on it or not is not really the point. The only way this may change is if you have a long-running business with a 'claim' to the name where someone else has just bought it up to cyber-squat.
