Is this possible?

Hello, I am fairly new to website design. I have a host already and want to build a website using Joomla, since I am more comfortable with that platform. The website is simple.

Here is my question:

On the front page of my website I want an application where users can create their own multiple choice test. The user will simply type in the question in box and then type in the answer (in another box) and repeat that process for as many questions as they want. Then click test generator and pdf file will open with a multiple choice test. That’s it. The user can save the pdf for their use. I don’t think Joomla have an extension for this.

Will I need to hire an application developer to achieve this for my website? Or will I need to develop the application myself.
