Pay Per Post- I want to hear your input and opinions

I was told today about a company called Pay Per Post, where you evidently sign up and pay bloggers to blog about you and link to you. Kind of like paid public relations. I imagine the higher word count and Page Rank the blogger has, the more it costs. I am extremely wary of this, it sounds too good to be true. When I did searches on it it sounded like Google punished some of the bloggers and the clients that paid for the blog content.
I'd be interested to hear what people know.
Ironically I also heard that Google Japan used this service a couple of years ago even though Google looks down at the practice, and then they issued an apology.
