Building site

I have a site already built with CSS and HTML.

I want to build on my site to be more dynamic,
with comments from users and a basic forum.

Can you recommend an IDE and package to start with
on Mac?
I've been looking at CakePHP and Code Igniter.

I prefer to work with PHP / mySQL than Java or ASP.

you not using a server, i would personal use a form of a CMS, don't know any IDE ones tho.
