[I need help/have questions]

I'm new in the website-design department. I am good at graphics, and getting decent at animation, but..i'm confused. My current website project idea is kind of complicated. I want to make an advice collumn, but I am not sure exactly how to go about it. What kind of system would be good to use? Some people told me to have something similar to a forum, but also different, to where people can post, and I could comment/respond to their problem ect...just wondering if anyone has any idea's and/or could help me get started. I really appreciate it, thanks.

You could use a blog like Blogger .com https://www.blogger.com/start which would allow you to have comments for each post and you could reply in the comments under a post or start a new post.

You can use templates from Blogger and edit them or use your own design (with certain Blogger features incorporated.)
