You can use blog programs which save you doing the coding yourself.
Blogger allows open blogging or it can be restricted to members by username and password.
In addition, other people can be given admin rights to delete posts, etc.

Or set up a forum which can also have limited access and admin rights.

If you have trouble with spammers to the forum you can download mods; there are lots of them for different problems and there is a forum to advise you which to use.
Code downloaded to my PC will be deleted in due course.
