Need help please

I am trying to make a page where the user can select a picture frame graphic, and upload their own image to be displayed inside the frame image. Can someone tell me how I might accomplish this?

Afraid I have no experience with this kind of thing. I would guess that your users would be uploading into a database and the image would be pulled out with php. Doubtless thats not the only way, im sure someone enlightened can offer guidance soon.
