    Apache won't start- error msg

Apache is giving me an error message when I tried to start it. It's the first time this has ever happened. It normally runs smoothly.

    The error message states,
"Only one usage of each socket address is permitted is normally permitted. make sock: could not bind to address 0.0.0.0:80 no listening sockets available, shutting down. Unable to open logs. "

Does this mean that I have another program using port 80? How would I find out what program it is?

    Thank you.

I tried using the run command NETSTAT, and the window popped up on the screen for about 1/2 second and then closed.
