It's difficult to comment without the html markup to know what div is nested inside which other div, and the order.

Notice that the overall width of #content_wrapper was 953+7 = 960 but #wrapper is 961px so yo had 1px spare and it would have had padding on the left but not on the right so I centered the div with margin: 0 auto; which means top and bottom 0 and side margins equal and flexible.
It helps to add temporary background-colors to see the size of divs.
IE shows the same layout as Firefox.

WIN7; IE9, Firefox, Opera, Chrome and Safari for Windows; screen resolution usually 1366*768.
Also IE6 on W98 with 800*600 and IE8 on Vista 1440*900.
