Simple splash on any screen/browser(S.O.S)

Hello , i just joined webdev in hopes of finding someone that can help me with a headache of mine.

Im a graphic designer whos dabbled in coding and programming so i understand the logic but, currently im managing 3 startup companys and my brain is overloaded daily with things to learn. One thing thats been really bugging me is this spash screen .




I made it so i have the psd but, all i want to do is to create a splash that will work on any screensize without distorting or leaving gaps on the right and left of the middle bar.

ill do anything to get this coded , trade resources, cash , graphics w.e it is i just cant take it anymore
