I figured this out on my own. Please close the thread. I had some Javascript in my page.php (a file that populates the pages) at the header to insert google analytics and it was messing everything up.
On IE8 and 7 (or any IE version), a website I am designing on has all of the div's positioning messed up. Specifically, there is a bottom black 'Facebook-like' toolbar with a position property of "bottom: 0" that should stick to the bottom of the browser, but is just puking in IE and stuck to the bottom of the actual page instead -- all broken up into little pieces. Please compare the homepage website from IE to Chrome or Firefox.
I'm using Wordpress as the backend and have Javascript on and if I have not included enough information I will paste anything you need.
