Idea to make this website.

I want to hire a person make a website.
I want to list most of the products sell in stores on the website with ingredients listed. The list will be alphabetical order with brand names, when a user click on the brand, it takes them to another page that shows what this company makes. I want to be able to add the products and give that ability to a few others to add as well. The product can be search in the front page.

Basically, it breaks down like this:

Front page --> Search bar and news area below the search bar.
Product Index --> alphabetical listing of the brands. when click on a brand, the page list the products for this brand.
Community--> a forum, maybe phpbb? so family members in Cali/NY can communicate with us.

I want to make this because most of my family members are allergic to something and the ability to do research before hitting the stores would be neat.

Is there already a website dedicate to this? If not, how much does it cost to make something like this? The webdev can make the website and I'll add the products and brands to the site.
